Today, State Senator Anthony J. Portantino, D – La Cañada Flintridge, introduced legislation that will allow local governments to reasonably regulate residential treatment facilities in R-1 neighborhoods. The bill, SB 1317, would require facilities to provide written notification 30 days prior to operation and have parking plans, service plans and medical waste disposal plans. These treatment facilities relate to alcohol or drug abuse recovery operations that serve six or fewer patients.

When residents crowded the La Cañada Flintridge City Council chambers in August to share their concerns about a residential drug and alcohol detox center operating out of a home at 915 Green Lane, officials said their hands were tied by state law.

State Sen. Anthony Portantino (D-La Cañada Flintridge) attended the Aug. 15 council meeting and promised to work with the city attorney, Mark Steres, to see if something could be done. On Friday, Portantino introduced the fruits of that effort, Senate Bill 1317.

Sacramento, California- Senator Anthony J. Portantino, D–La Cañada Flintridge, Chairman of the Senate Budget Sub-Committee on Education and Senators Ben Allen, D-Santa Monica, Steve Glazer, D—Orinda, Jerry Hill, D—San Mateo, and the Santa Clara Counties introduced a budget proposal to add $1.2 billion dollars to Governor Brown’s Local Control Funding Formula (LCFF). The proposal assumes that the 2018-2019 budget includes the full funding of LCFF plus an addition $1.2 billion.

Sacramento, California- Today, Senator Anthony J. Portantino, D- La Cañada Flintridge, introduced SB 1243 to support early college/high school programs including pathways in technology. The measure will help provide students the opportunity to access college level courses and college degree credits at a high school level. These programs will help target students who are frequently underrepresented in postsecondary education.

On Tuesday, state Sen. Anthony Portantino, D-La Canada Flintridge, introduced fix-it legislation that would add the Arroyo Seco Tributary to the Upper Los Angeles River and Tributaries Working Group, which is headed up by the powerful Santa Monica Mountains Conservancy.

“I am happy to help solve a problem raised by constituents and to underscore how important the Arroyo Seco Tributary is to the greater watershed,” Portantino said in a written statement.
