City of Burbank – Earthquake Preparedness Information:

During a major earthquake, the California Catastrophic Earthquake Plan goes into effect. If residents are looking for food, water and basic humanitarian need supplies, the City of Burbank would establish Commodity Points of Distribution (POD), as will all the impacted cities. The city will be able to distribute things such as Meals Ready to Eat (MREs), cases of water and other commodities. These sites will take a few days to be established and for the supplies to arrive (this is why emergency management officials recommend having a sister kit with food and water to be self-sufficient for 5 to 7 days).

The locations of these sites will be incident dependent because there are many factors such as debris and damage to roads and infrastructure. While the city has sites identified, which sites will be used in the disaster will be determined after initial damage assessments. If residents are only looking for resources on how to get assistance, there will be Local Assistance Centers (LAC) established.  A LAC will generally be a one-stop shop with booths from Non-Governmental Organizations (NGO) and Community Based Organizations (CBO) such as the American Red Cross, Salvation Army, Southern Baptist Disaster Relief, local ministerial associations, etc. In addition, the LAC will have government agencies such as the VA to assist veterans, DMV to assist in replacing DMV documents, and Registrar Recorders office to assist in replacing other documents.

If a Major Presidential Disaster Declaration is issued, there will also be Small Business Administration representatives to assist with low interest disaster loans and FEMA representatives to assist with the Individual Assistance Disaster Relief Programs. Insurance companies will usually set up near or adjacent to the LAC as a matter of convenience for people to also talk with representatives from their insurance companies at the same time they visit the LAC.  A LAC will not be immediately established; it will usually take a minimum of 3 to 4 weeks to get LACs running, since it is part of the recovery phase rather than life safety response.  Also, because these organizations and agencies have finite resources, a LAC may not be set up in every community. The California Office of Emergency Services, in coordination with LA County Office of Emergency Management, will determine the best locations to establish LAC sites. If none are established in Burbank, then the City will do everything possible to utilize their buses to establish shuttle service on a schedule from designated locations in Burbank to the designated LAC sites located outside of Burbank.
